Course Overview
Introduction
This programme is co-organized by HKMU LiPACE and Occupational Safety and Health Council (OSHC) to meet the training requirement for occupational health and safety practitioners who would like to register as Registered Safety Auditors (RSA) under the Factories and Industrial Undertakings (Safety Management) Regulation.
A comprehensive safety auditing programme designed to meet the educational requirements for registration as Registered Safety Auditors by the Labour Department;
Taught by experts and experienced practitioners who have a wide exposure to factories, construction sites, catering and cargo handling, offices, and other workplaces.
Target Audience
This programme is suitable for graduates of “Diploma in Occupational Health and Safety” or equivalent, Registered Safety Officers (RSO) or in-service safety professionals who would like to apply for the Registered Safety Auditors (RSA).
Admission Qualifications
Applicants are normally required to meet either one of the following requirements:
Diploma in Occupational Health and Safety or equivalent; or
Professional qualifications in occupational health and safety, such as Registered Safety Officers; or
Students are required to attain 80% attendance and to pass OSH4038EP and OSH4039EP. The passing mark is 60.
Award
A “Professional Certificate in Safety Management and Safety Auditing安全管理及安全審核專業證書” will be issued by LiPACE to those who have successfully completed the programme.

What You’ll Learn
Upon completion of the programme, participants should be able to achieve the following learning outcomes in relation to safety management and safety auditing.
Safety Management
Evaluate compliance with the legal requirements under the Factories and Industrial Undertakings Ordinance and the Factories and Industrials Undertakings (Safety Management) Regulation on managing safety and health, safety audit and safety review;
Describe and apply the concepts of loss control using accident prevention and loss control models;
Apply the principles of safety management;
Apply the 14 key process elements of an effective safety management system and the activities associated with each element; and
Formulate the ways to develop, implement and maintain an effective safety management system;
Safety Auditing
Plan and conduct a safety audit to assess the adequacy of a safety management system in any industrial undertaking;
Prepare a report for the top management of an organization on the efficiency, effectiveness and reliability of its safety management system and make recommendations for improvement to the system;
Appraise a number of commonly used proprietary safety audit systems; and
Develop a safety audit system for in-house use.
